The Champlain Local Health Integration Network Welcomes Two New Board Members


October 15, 2013 - Dr. Wilbert Keon is pleased to announce the appointment of Yvonne Boyer and Randy Reid to the Board of the Champlain Local Health Integration Network (LHIN). Both Yvonne and Randy were appointed by the Lieutenant Governor in Council to a three-year term with the Champlain LHIN.

Yvonne Boyer
Yvonne Boyer has over 15 years of experience practicing law and currently owns a general law practice. She has published extensively on the topics of Aboriginal and treaty rights and the how the law intersects on the health of First Nations, Metis and Inuit. Yvonne is a member of the Law Society of Saskatchewan and the Law Society of Upper Canada. Yvonne is a former Canadian Human Rights Commissioner and an appointed founding Member of the Federation of Saskatchewan Indian Nations, First Nations Appeals Tribunal. She is an adjunct professor in the Faculty of Nursing at the University of Ottawa. Yvonne received her Bachelor of Laws from the University of Saskatchewan, Master of Laws and Doctorate of Laws from the University of Ottawa. She recently completed a Post-Doctoral Fellowship with the Indigenous People’s Health Research Centre at the University of Regina. Yvonne is a member of the Métis Nation of Saskatchewan and practices law in Ottawa.

Randy Reid
Randy’s career in health care spans over forty years and includes government, the private sector and the public sector. For the past two years, Randy served as a community member with the Champlain LHIN’s Finance & Audit Committee. Since 2006, Randy has been an independent management consultant in the public and private sectors, specializing in productivity and performance improvement of services. Randy was Senior Vice President/CFO at the Children’s Hospital of Eastern Ontario (CHEO) from 1992 to 2006. He was also Vice President of Finance at the Hospital Corporation of America (HCA) in Mississauga from 1990 to 1992. Previous to that, he occupied various positions with the Ministry of Health as Director of Finance, Executive Director of Institutional Services, Auditor, and Manager of Budgets. Randy’s work with the Ministry of Health spans more than 19 years where he was Assistant Deputy Minister with the OntarioMinistry of Health in Toronto from 1984 to 1988. He graduated as a Registered Industrial Accountant in 1971.

  • These two appointments bring the Champlain Board of Directors to its full complement of nine. LHIN Board members come from across the Champlain area and provide a range of skills and experience.
  • Directors are appointed by an Order-In-Council for a term of one to three years with a maximum tenure of six years.
  • The LHIN Board of Directors is accountable, through the Chair, to the Ministry of Health and Long-Term Care for the LHIN’s use of public funds, and for its results in terms of goals and performance of the local health system.
